吸引外商投资的机制是利益驱动机制，具体包括资源吸引机制、
市场吸引机制、政治保障机制、信息影响机制、物质环境吸引机制和利益吸引机制。从机制的完善程度来看，东北三省稍有差异，大体上是辽宁省排名在前，黑龙江省次之，吉林省排在最后。黑龙江省应该扬长避短，采取适当措施进一步完善黑龙江省吸引外商直接投资的机制，根据黑龙江省的自身条件制定利用外商直接投资的政策和策略，提高利用外商直接投资的社会效益，促进黑龙江省经济的发展与社会福利水平的提高。

Abstract
Attracting foreign investment mechanism is driven by interests, including resources attracting mechanism,market attracting mechanism, political guarantees mechanism, information affactions mechanism, the physical environment attracting mechanism and the profit attracting mechanism .From the development degree of the mechanism, a slight difference exists between the three northeastern provinces, largely,first is Liaoning Province, second is Heilongjiang Province, as well as Jilin Province in the last. Heilongjiang province should build on the strengths and avoid the weaknesses, and take appropriate measures to improve its mechanism of attracting foreign direct investment, and develop the policy and strategy of using foreign direct investment according its own conditions, and enhance the social benefits of foreign direct investment, promote its economic development and social welfare.
