黑龙江省中小企业作为振兴东北老工业基地的重要组成部分，
已经成为黑龙江省地区经济发展的新增长点。但黑龙江省中小企业在发展中却呈现出融资困难的现状，严重制约其发展。中小企业自身综合素质低、金融服务和社会服务体系的不完善是制约其融资的基本因素。为解决中小企业融资的艰难境况，必须从改善中小企业融资条件入手，一方面优化中小企业融资环境，另一方面还需加快银行服务体系的改革和产品创新。

Abstract
As the revitalization of small and medium enterprises in Heilongjiang province northeast old industrial base an important part of Heilongjiang Province has become a regional economic development of the new growth point. However,in Heilongjiang Province in the development of small and medium-sized enterprise show the status of financing difficulties, serious constraints on their development. Low overall quality of their own small and medium-sized enterprise, financial services and social services system is imperfect control of the basic elements of its financing. To solve the difficult situation of small and medium-sized enterprise financing, it is necessary to improve the financing conditions for small and medium-sized enterprise start, on the one hand optimize the financing environment for small and medium-sized enterprise, on the other hand need to speed up the reform of the banking service system and product innovation.
