从汇改至今，人民币对美元汇率一直处于渐进的升值趋势中，而且人民币汇率未来将继续保持长期升值趋势。
黑龙江省外向型经济已连续两年突破百亿美元关口，招商引资成效显著，对外经济技术合作蓬勃发展。人民币汇率变动对我省商品进出口贸易的影响有利也有弊，如人民币的升值，既可以改善出口贸易结构，同时又能削弱出口商品竞争力等。应对人民币升值，政府、企业和银行三方联动，采取贯彻科学发展观实施对外开放战略等措施，积极应对汇率风险，将人民币升值趋利化弊。
