基于对我国城镇基础设施建设资金短缺，国家财政投资己经难以承受城镇基础设施投资的更大压力。
在这样的背景下，如何调动社会资源投入城镇基础设施建设，从而改变单纯依靠财政的单一融资模式就成了一个迫切需要解决的问题。文章首先介绍了城镇基础设施建设与融资的基本理论，其次是我国现行城镇基础设施融资现状分析。再次是详细阐述了PPP模式的相关理论，从而进一步说明我国城镇基础设施建设融资引入PPP模式的必要性。最后，在前面研究的基础上提出完善我国城镇基础设施建设融资方式的建议。

Abstract
Pondering over the fund－shortness of our national urban infrastructure construction and national finance investment is too inadequate to afford greater pressure of urban infrastructure investment .Under such a background, how to shift social resources to put into public infrastructure construction, change the situation that the investment merely depends on the national finance, become a problem that urgently to be solved. It introduces the basic theories of urban infrastructure construction and financing at first; then is the analysis on present form of our national urban infrastructure construction. Later explains the relevant theories on PPP mode, thus further proves the necessity of PPP mode introduced in the financing of urban infrastructure construction in our country. Finally, on the basis of studying in the front, it is the proper suggestions to consummating the urban infrastructure construction of our country.
