摘要中小企业占烟台市企业总数的99%，而且为烟台提供了75%的就业机会，为烟台经济的发展与构建和谐城市做出了巨大的贡献。国家“十一五”计划以来，烟台社会经济发展进入了新的历史阶段，烟台经济面对着新的挑战和机遇，国际化发展对烟台经济的调整、改革、发展具有重要意义。本文首先分析得出烟台中小企业国际化发展的动因，然后通过调查资料了解到烟台中小企业国际化发展的现状和面临着的规模小、资金少融资渠道窄、人才缺乏、流失等方面的制约因素。针对上述主要的制约因素，本文就从企业和政府两方面点提出解决意见。 在企业方面，其一企业可以依靠自身，提高国际竞争力，其二企业可以通过借助两种外力，实现共赢。在政府方面，政府应为企业提供各种优惠政策帮助中小企业。关键词（本论文范文的主要论点）：烟台市中小企业；国际化发展；国际竞争力ABSTRACTIn this paper we can learn that the number of small and medium enterprises is 99% of the whole enterprises in Yantai. They not only play an important part in the development of Yantai’s economy, but also apply 75% social positions. From Chinese the eleventh “Five Plan”, the new challenges and opportunities come to Yantai. International development of Yantai is very important to the economy of Yantai. Through surveys we learn about the reality to operate abroad of these enterprises. Through some theories and practical in formations, we learn about the motivations and the practical necessary to the company choosing “going out”. At the same time, there are some constraints in these companies obviously. For example, the scale is small, lack of Funds ,Financing hard,shortage of talents, and so on. Finally there are two ways to solve these problems, one is the company should rely on themselves to improve their competitiveness the other is the company can establish the industrial clusters with the domestic countries and found alliances with the abroad countries. And the government should draft policy to help the small and medium enterprises. Key words：the SMEs of Yantai; international development ; international competitivness
