森林资源是一种重要的可再生的自然资源，也是国有资源和国民财富的重要组成部分，包括森林、林木、林地以及依托森林、林木、林地生存的野生动物、植物和微生物。涉及人类环境与发展的各个方面，是人类生存的必要保障，是联系环境与经济可持续发展的纽带，也是解决全球生态环境危机的关键。所以说，森林资源的变动趋势是社会、经济、环境系统协调持续发展的关键所在。本文依据黑龙江省森林资源连续清查复查的数据资料(1990~2005年)，运用大量观察法、图表分析等方法对黑龙江省森工林区森林资源面积、蓄积量、林种结构等方面的变动趋势进行动态分析与研究。针对黑龙江省森工林区森林资源的变动趋势及发展的态势，提出加强森林资源经营管理的措施:加强对森林分类区划的管理；加大对森林资源的保护力度；继续调减木材产量；加强病虫害等自然灾害的防治工作；确保森林资源持续快速协调健康发展。

Abstract
Forest resources is an important renewable natural resources as well as state-owned resources and an important component of national wealth, including forests, trees and woodlands, as well as rely on the forests, trees, woodland survival of wild animals, plants and micro-organisms. Human environment and development related to all aspects of human existence is a necessary protection for the environment is linked to sustainable development and economic ties, but also to address the global ecological crisis. Therefore, changes in trends of forest resources is a social, economic and environmental systems to coordinate the key to sustainable development.
In this paper, based on forest resources in Heilongjiang Province continuous review inventory data (1990 ~ 2005), the use of a large number of observation, analysis of the chart in Heilongjiang Forest Industry Region area of forest resources, reserves, forestry and other types of structural changes in the trend Dynamic analysis and research. For the Forest Industry Region in Heilongjiang Province of the changes in the trend of forest resources and development of the situation, to strengthen forest resource management measures: Strengthening of the zoning classification of forest management; increase the protection of forest resources; to continue to reduce timber production; to strengthen the natural disasters, such as diseases and insect pests prevention and control work; to ensure the coordination of forest resources in a sustained, rapid and healthy development.
