近年来，世界经济发展中第三产业发展迅速，而文化旅游作为旅游产业中的一个新的经济增长点，在未来旅游业的发展中，具有十分重要的作用和意义。本文从理论和实践两个方面进行探索，通过文献资料分析、实地考察研究、社会调查研究、理论分析、实证分析等方法，在研究文化旅游开发理论的基础上，全面回顾滨州文化旅游的历史和现状，系统整理现有的文化旅游资源，树立滨州旅游文化发展的新理论，以创新性思维整合滨州丰富的文化要素，凝炼与营造滨州城市文化形象，使之成为旅游业发展的新动力，并在二十一世纪经济全球化与文化多元化的国际格局中，确立自己独特的位置。

Abstract
In recent years, in the world economic development,tertiary industry developes rapidly.Cultural tourism ,as a new economic growth point in the tourism industry, play an important role and significance in the future development of the tourism industry.It has formed a big contrast between Theory of Culture Tourism of China's weakly research and its vigorous development. China's cultural tourism research has yet to be further in-depth, Binzhou culture tourism development's present situation urgently awaits the correlation theories instruction. Therefore, this article from the theory and practice to explore two aspects to achieve a combination of theory and practice, and ultimately promote the development of Binzhou City’s cultural tourism. Through literature analysis, field study, social survey research, theoretical analysis, empirical analysis,review the history and current situation of cultural tourism in Binzhou city comprehensive based on study in the theory of the development of cultural tourism resources, systematically organize existing cultural tourism resources , set a new theory of cultural tourism development in Binzhou city ,integrate a wide variety of cultural elements in the way of innovative thinking ,concise and to create a cultural image of Binzhou city, become a new impetus to the development of tourism, to establish a unique position of their own in the twenty-first century, economic globalization and cultural diversity of the international situation.
