古往今来，信用都是人格的重要组成部分，无信无以治天下，而政府信用对一个国家来说尤为重要。政府信用的建立是整个社会信用体系建立的基石和灵魂，良好的政府信用不仅有助于推动社会信用的发展，而且有利于政府自身的形象建设。政府作为信用管理体系的最高管理者以及监督者，应当发挥示范和表率作用。然而，由于主客观多方面因素的影响，我国政府信用缺位现象越来越明显，各种社会失信行为有所抬头，虽然政府采取了一系列措施抑制此种现象的滋长，但效果仍不显著。目前，政府信用已成为社会越来越关注的话题。因此，充分认识政府信用及其重要性，积极稳妥地推进政府信用的构建，无疑具有重要的现实意义。本文将从政府信用的现状分析入手，研究政府信用缺位的原因及其危害性，从而探讨构建政府信用的有效途径。

Abstract
Throughout the ages, the credit is an important component of personality, no trustworthy in order to rule the world, while the government credit for a country is particularly important.The establishment of government credit society as a whole credit system and the establishment of the foundation and soul of good government credit would not only help to promote the development of social credit, but also conducive to the government's own image of the building. Government, as the credit management system, top management, as well as supervisors, should play an exemplary and leading role. However, due to many factors, the absence of China's government credit becoming increasingly clear that the rise of various social dishonest behavior, although the Government has taken a series of measures to curb the growth of this phenomenon, but the effect is still significant. At present, credit has become increasingly concerned about the topic. Therefore, the full understanding of government credit and its importance, and actively and steadily push forward the construction of government credit is undoubtedly an important practical significance. This article will analyze the status of government credit to start to study the reasons for government credit and its harmfulness of absence in order to explore an effective way to build government credit.
