随着我国城市农民工规模的不断扩大，我国很多农村包括东部沿海发达地区的农村都呈现出“空心化”急增趋势，且农村经济社会发展不平衡，资源占有量不同，导致人地矛盾日益尖锐。据此，山东、江苏、浙江等东部沿海一些经济较发达的地区实行了大村庄制改革，大大减少了行政村乃至乡镇的数量，并且推动了农村由村民自治迈入“社区化管理”，农民变成市民。福建省也是一个东部沿海省份，近年来，福建省农村经济迅速发展，农村各项面事业均取得了可喜的进步。在大力推进海峡西岸经济区建设的新形势下，积极探索和推动福建省大村庄制改革，加快农村城市化和现代化进程意义十分重大。
