近年来，随着我国经济的发展，我国正逐渐从传统的计划经济向社会主义市场经济转轨，经济结构调整也引发了社会系统全面的、结构性的调整。进而使得各种社会矛盾与摩擦增加、社会冲突加剧，我国进入了危机的频发期，政府危机管理中公民参与研究也具有了其现实的意义。本文从公民参与政府危机管理的主体形式的角度来写，对各个参与主体的基本参与情况进行分析，针对各种参与主体在危机管理中存在的问题，提出解决方案，是本文的研究主旨。要保证公民参与的有效进行我们可以采取以下措施：要增强公民的参与意识和能力，必须对公民进行危机管理教育；政府必须扩大对社区的财政拨付，社区本身也要加强自身能力的建设；要充分发挥NGO的作用；营利组织制定危机管理详细计划并定期进行培训；建立危机管理中政府与媒体的良性关系。通过分析，现阶段政府危机管理中公民参与并未完全发挥出它的作用，要使这些作用完全发挥，还需要政府和社会各个方面的共同努力。

Abstract
In recent years, as China's economic development, China is a gradual shift from the traditional planned economy to a socialist market economic transition, economic restructuring has also led to a comprehensive social system, structural adjustment.Which in turn causes all kinds of social contradictions and frictions increase, intensify social conflict, our country has entered a crisis-prone period, the Government participated in the study of citizens in crisis management also has its practical significance.In this paper, citizen participation in government crisis management perspective of the main forms of writing, the basic principal of each participating participation analysis, for a variety of subjects to participate in crisis management problems, propose a solution, is the thrust of this research.To ensure the effective conduct of citizen participation that we can take the following measures: To enhance the involvement of the awareness and ability of citizens to be citizens in crisis management education; the Government to expand the community's financial allocation, the community itself should also strengthen their capacity-building; togive full play to the role of NGO; for-profit organizations to develop detailed plans for crisis management and regular training; the establishment of crisis management of good relations between the Government and the media.Through analysis, at this stage in citizen participation in government crisis management does not fully play its role, to make full play these roles, but also all aspects of government and society to work together.
