本文从公共产品理论入手阐述政府积极介入新农合并承担相应职责的必要性，深入剖析国外农村医疗保障模式及由此带来的启示，分析并探讨了农村合作医疗保障制度发展轨迹中政府的作用，初步探索了政府在新农合中的职责定位，认为新型农村合作医疗是政府在农村医疗保障的基本制度安排，落实农村居民人人享有健康目标的迫切需要，实现全面建设小康社会的客观要求。正确的政策离不开政府的有力领导，强化政府在新农合建设中的主体地位，是解决农村问题的关键。

Abstract
