关于构建和谐信访制度的思考

【内容摘要】

信访制度是一项具有中国特色的制度设计,它是我国公民维护权益、政治参与、实现监督的重要渠道。同时,信访制度也是我国依法治国进程的一项重要内容。和谐信访制度具有十分重要的现实意义,有利于政府向“服务型”转变、实现社会的和谐稳定、有利于全面建设小康社会。但在现实生活中,我国信访制度在机构设置、职能行使、程序运行等方面还存在一些缺陷,使信访本该有的作用得不到发挥,甚至背道而驰。另外,我国正处于社会转型时期,各种矛盾逐渐突显出来,这也对构建和谐信访制度提出了更高的要求。构建和谐信访制度显得十分迫切。理想状态下的和谐信访制度是一套完整的制度体系,包含信访文化、信访主体、信访渠道、信访秩序、监督机制等各种信访要素的和谐。

Petition system is a system design with Chinese characteristics, it is to safeguard the interests of our citizens, political participation, to achieve an important channel for supervision. Meanwhile, China's petition system is the rule of law an important element in the process. Harmony petition system is of great practical significance, will help the Government to "service-type" change to achieve social harmony and stability is conducive to building a well-off society.
