本论文致力于研究公共政策执行偏差中的选择性执行现象，在说明矫正政策选择性执行现象重要性的前提下，首先阐释了公共政策选择性执行的含义，分别说明了政策选择性执行的五种具体表现形式：替代式、附加式、残缺式、敷衍式、机械式政策执行。然后从我国的具体情况出发，剖析了公共政策选择性执行的产生原因，主要从公共政策问题的性质、公共政策本身的因素（政策的正确性、明确性、政策资源的充足性）、公共政策以外的因素（目标团体对政策的态度、执行机构之间及执行机构与目标团体之间的沟通、执行人员的素质和态度、外部监督约束、政策执行环境等）三个方面六个小点予以陈述，最后针对六大原因分别提出合理化建议，从多个角度来探讨公共政策选择性执行的矫正策略。

Abstract: This paper is devoted to studying the phenomenon of selective implementation of public policy, under the premise of the importance of correcting the phenomenon of selective implementation of policies, first of all, this paper explains the meaning of selective implementation of public policies, illustrates the five specific forms of selective implementation of policy respectively:Implementation of alternative,additial, incomplete, perfunctory, mechanical. And then from the starting of China's specific conditions,the paper analyses reasons of selectiving implementation of public policies,and mainly presentes the problem from this three aspects: The nature of public policy issues, factors of public policy itself(The correctness and clarity of the policy, adequacy of policy resources), factors other than public policy itself(Target groups on the attitude of policy, communication between the implementing agencies and communication between implementing agencies and target groups, the quality and attitude of implement personnel, external supervision bound, environment of policy implementation etc.) Finally, the paper puts forward rationalization proposals contrary to the reasons respectively, discusses correction strategy of selectiving implementation of public policies from several angles.
