腐败在我国社会主义现代化时期愈演愈烈，除由于理论上权力所有者和权力行使者之间的不一致的原因外，还与当前转型时期我国制度在许多方面的缺失及不规范有关。可以说，腐败是当前我们必须正视的现象，而要从源头上防治腐败，就必须将权力置于有效的监督之中，就要求我们构建一个完整和有效的廉政监督体系。而由于中国共产党的执政党地位和我国社会主义国家的国情，在这个廉政监督体系中，党内监督无疑是重中之重，是这整个躯干的骨架。所以，加强党内监督和廉政建设是有效遏制腐败的客观要求，因而对于党内监督机制建设的研究也就十分必要。在当前中国党内监督研究课题越来越热的情况下，文章首先通过对腐败的描述引出反腐倡廉的必要性，进而指出了加强党内监督和廉政建设的重要性，然后通过对中国廉政监督体系中，党内监督、政府内部监督与外部监督三者的内容及其相互关系作了分析和阐述，指出党内监督在中国廉政监督体系中的核心地位，接着阐述了当前我国党内监督的不足并就其不足作了原因分析，最后针对其不足，依据原因分析所得出的结论就加强党内监督机制建设给出自己的政策建议。本文研究发现，尽管随着腐败在当前中国现代化建设时期愈演愈烈，目前国内学者关于党内监督或是廉政监督体系建设的研究越来越多，但其往往仅是从党内监督自身去展开研究，而较少将二者结合起来研究。本文不仅仅从党内监督自身去谈加强党内监督机制建设，而是结合其与政府内部监督、外部监督三者之间的关系去看这一问题，以期为构建一个完整、有效的党内监督机制提供一种新的思路。

Abstract
Corruption is becoming more and more intensive during China’s socialist modernization and it is related not only to the inconsistency between the owner and executor of power, but also to the lack of norms in many aspects of our system during the current period of transition. It can be said that corruption is a phenomenon, to which we must face up. In order to prevent curruption at source, it is necessary for us to put power into effective supervision and build a comprehensive and effective system of incorruptible supervision. Due to the helm state of the Communist Party of China, there is no doubt that inner-party supervision is the most important and has been the whole skeleton of the trunk. Therefore, it has been an objective requirement to intensify the system of inner-party supervision and incorruptible supervision and it is essential to probe into the construction of inner-party supervision system.
With the study of inner-party and incorruptible supervision system becoming an increasingly hot research topic, the article firstly points out the necessity of anti-corruption by a description of corruption. Then it figures out the importance of strenghtening the construction of inner-party and incorruptible supervision system. After that , it locates the key role of inner-party supervision.in China’s incorruptible supervision system by analysing the content of inner-party supervision, inner-government supervision and external-government supervision, as well as their relationships.Then it further interprets the weakness of China’s inner-party supervision and lists some related reasons. At last, it offers some suggestions on the intensification of inner-party supervision system.
This article discovers that: although corruption is becoming more and more intensive during China’s socialist modernization and studies of inner-party supervision, launched by Chinese scholars, are increasing in number, scholars often carry out their reseaches from one aspect, either from inner-party supervision system or from incorruptible supervision system,rather than combining the two studies. This paper talks about the intensification of building inner-party supervision not only from its own aspect, but also from its relationships with inner-government and external-government supervision, with a view to constructing a complete and effective monitoring mechanism of inner-party to provide a new way of thinking.
