本文以开发行政执法管理系统为主线索展开研究。在这系统的研究中,我们主要集中在证件注销和证件挂失两个子模块。为了提高系统的查找性能，我们在算法设计中添加了快速排序算法，并对快速排序算法做了一些改进。关键词：Web，B/S结构，C/S结构，Database，JDBC ，JDBC-ODBC桥，API，SQL，DDL，DML。
Abstract: This paper develops a management system of Administrative Enforcement. In this research ,we mainly concentrate in two sub system: Labeling the replacing of certificate and Reporting the lose of certificate. In order to improve the system performance, we add the fast sort algorithm in the algorithm design, and improving partly the fast sort algorithm.
