试析户籍改革与人才吸引机制伴随着我国经济建设的快速发展，我国面临着新一轮巨大的发展机遇，各大城市面临的竞争迅速加剧。人才成为确立竞争优势的关键。科学的户籍制度是吸引人才的有力法宝，然而我国目前的户籍制度成为许多人才为城市效力的阻力，我国必须顺应各大城市发展对人才的需求，加快科学实际的户籍改革，建立新型户籍管理制度。同时目前我国的人才吸引机制不够科学，在许多方面存在一定的问题，对人才的吸引力度较弱。促进户籍改革带动人才吸引机制，努力实现满足城市对人才的需求、满足优秀人才实现人生价值的需求，使户籍改革与良好的人才吸引机制相互促进，逐步成为推动国家快速、健康、持续和谐发展的核心动力。本论文通过论述改革开放以来户籍制的不断改革实际和成果，历年来户籍改革如何促进吸引人才，通过上海户籍改革吸引人才落户和东莞积分入户的例子清楚看到我国目前户籍改革与人才吸引机制的互助互利状况和存在的问题，最后结合我国实际得出户籍改革促进人才吸引机制发展的好路子。

Abstract
Along with the rapid development of our country's economic construction, China is facing a new great development opportunity, cities in the rapidly escalating face the competition. Personnel become the key to establish competitive advantage. Scientific the household registration system is a powerful weapon to attract talent, however our country present domiciliary system became a lot of talents for the city played, we should conform to the resistance to major cities development, accelerate talent demand actual household reform scientific management system of the household register, establishing the new. Meanwhile at present our country mechanism of intellectual attracting enough science, in many ways, there are some problems on the talent to attract less aggressively. Promote reform of the household registration drive to attract mechanism, make great efforts to realize the talents to meet the demand, city talented talents to realize their life values meets the demand, the reform of the household registration and good talent attract mechanism to promote each other, gradually become to promote rapid, healthy and continuous state of harmonious development of core power. This paper discusses the household registration system reform and opening-up and reform the actual results, over how to promote reform of the household registration by Shanghai attract talents, household reform to attract talents settle and examples of dongguan integral household clearly see our current reform of the household registration and personnel attract mechanism of mutual benefit conditions and the existing problems, finally obtained with the reality of our country to promote reform of the household registration development talent attract mechanism pathway.
