毛泽东曾说过，谁赢得了农民，谁就赢得了胜利①。所以，我们必须敞开胸怀，以对国家和民族负责任的态度，从客观事实出发，切实保障并不断拓展农民的各种权益。中国农村最低生活保障制度,又称“农村低保制度”，是指'中国政府对农业人口家庭人均收入低于当地农村居民最低低保标准的农村贫困人口按最低生活保障标准实行差额补助的一种社会救济制度',以期维护农村贫困人口的基本生存权利,克服现实的贫困,从而实现城乡的协调发展。我国是一个农业大国，农村人口占全国人口的80%左右，建立农村困难群众的低保制度，有着重要而深远的意义。
