“城市，让生活更美好”，这是2010年上海世界博览会的主题，它旗帜鲜明地向世界传达城市对于未来生活的重要意义。改革开放以来，中国城市迅速发展，城市化进程的速度达到同期世界城市化进程速度的两倍左右。随之而来的是近现代大规模的人口流动，大量农民携带子女涌入城市务工就业，“农民工”这一城市化进程中的时代名词应用而生。人口流动引起了许多新问题，尤其是农民工子女义务教育问题日益突出。针对这一问题国家相继出台了许多政策，旨在维护农民工子女受教育的权利，不可否认，政策实施以来农民工子女义务教育状况在一定程度上得到了改善。然而，这些政策在实际执行过程中仍存在一系列问题，阻碍政策目标的实现，有时甚至违背了政策制定的初衷，这导致农民工子女义务教育问题始终没有得到根本解决。本文从政策执行为角度，根据国内外政策执行相关理论模式，构建影响政策执行因素的模型，通过对农民工子女义务教育政策的解读和透析，借助模型分析政策执行中存在的问题，剖析政策执行受阻的原因，并提出完善农民工子女义务教育政策执行的对策建议，为当前切实有效地解决农民工子女义务教育问题提供一些参考。

Children
Abstract
"Better city, better life" which is a theme for 2010 Shanghai World Expo, which is obvious to convey to the significance of the city to the life in the future. Since the reform and opening up, the cities of China develop rapidly, and the speed of urbanization has reached over the world about twice in the same period. The modern large-scale population flow follows. A large number of peasants carry their children into the city, and raise "migrant workers" this noun in times of urbanization. Population flow causes many new problems appearing, especially, the issue of the compulsory education which is related to children of migrant workers has become increasingly important. For this problem the government worked out a lot of public policies in order to protect the rights of the compulsory education for migrant workers’ children. There is no denying that the situation of compulsory education for migrant workers’ children has been improved in a certain extent, since the policies are implemented. However, in the course of the implementation of public policies, a series of problems still exist in actual. It blocks the realization of the policies’ goal, sometimes even against the policies. What’s more, these problems result in failing to get the issue of the compulsory education for migrant workers’ children solved fundamentally. This article from the angle of policy implementation, according to the domestic and foreign theoretical models of policy implementation, builds a model of the key factors influencing the policy implementation. Based on the analysis of the policies in relating to the compulsory education for migrant workers’ children, the article uses the model to analyze the problems and reasons in the course of the implementation of public policies. The article will put forward countermeasures and suggestions to improve policy implementation, and provide some references in response to effectively solve the problem of compulsory education for migrant workers’ children.
