从社会保障角度谈我国房地产市场现状及对策摘要住房问题被中国老百姓视为当今最大的民生问题之一。“住有其屋，居有定所”成为每个中国老百姓的梦想。但中国房地产市场的现状使大多数老百姓望房兴叹，他们被市场淘汰，处于社会的边缘，基本的生存权利受到了威胁。为此，政府为中低收入住房困难家庭提供限定标准、限定价格或租金的住房，由廉租住房、经济适用房和政策性租赁房以及两限房构成了对社会的住房保障体系，人民的住房需求得到一定程度的满足。但从政策的执行结果上来看，远没有达到应有的效果。为了明了其中可能的原因，从保障性住房的现状入手，找到存在的不足，结合在保障性住房上显有成效的新加坡，对其的住房供应模式进行综述。运用国家的各种宏观调控手段，对影响保障性住房的各要素从途径、环节着手，建立有利于保障性住房发展的宏微观环境。这里特别要注意的一个问题是：我国保障性住房建设最大的困难在于没有建设资金。如何获取资金以及在资金的提供上有一个长期的、持续的保障是这篇文章要谈论的一个重点问题，在保障性住房中只要解决了建设的资金问题，保障性住房的问题就迎刃而解了。论文的写作目的在于希望本次的探讨有助于进一步了解我国的保障性住房的现状和一些基本的思路，对促进和完善这一制度的实现效果有所帮助。

Talking about the Actuality and Countermeasures of Chinese Real Estate Market from the View of Social Security
Abstract
Nowadays, the housing problem is one of the biggest issues for Chinese people, which is concerning people's livelihood. Everyone has a dream to posses own house.But China's real estate market situation makes them only gazing at the ocean and sighing,they become obsolete and at the fringes of society, even the fundamental right of life is threatened. for this reason,the Government provide housing for low and middle income families with qualified standards, qualified price or rental. the social housing security system is made up of low-rent housing, affordable housing and rental housing policy, hence, people's needs for housing are satisfied to a certain extent.But seen form the executive results of the policy, there be far from the due effects. In order to understand its possible causes, starting with the present situation of indemnificatory housing to find its shortage.Combined with Singapore, which is successed on the supply mode of housing, doing a overview about it .Using various of macro-control means, from the way of influencing various elements or segments, establishing a favorable housing development of macro-and micro-environments. Here is a particular problem: the greatest difficulty for indemnificatory housing construction is lack of funds . There a key problem for this article is how to obtain a long-term and sustained support funds, in indemnificatory housing,as soon as you solve the question of funds, the housing problem will be solved. The purpose of this article is contributing to have a further understanding of the indemnificatory housing situation and some basic ideas,for promoting and improving the system of implementation.
