青年公寓工程量清单编制分析摘要2003年7月1日以国家标准发布《建设工程工程量清单计价规范》GB50500-2003，2008年12月1日国家开始实施《建设工程工程量清单计价规范》GB50500-2008，其中强制性条文明确规定了国有资金的项目必须采用工程量清单计价，这说明我国建设项目全面推行工程量清单招投标是大势所趋。工程量清单是招标文件的重要组成部分，工程量清单编制是我国工程造价管理的一项重要工作，工程量清单编制的好坏将直接影响标底的编制和投标报价，同时也将影响施工合同的签订和竣工结算的办理。通过介绍工程量清单的含义，工程量清单编制的依据、原则、步骤、要点及意义，指出工程量清单编制过程中存在的问题及应注意事项，并提出相关解决措施。
