黑龙江城市工业发展问题与对策研究
摘要
工业化是推动城市经济发展和现代化建设的重要动力，也是经济发展与现代化的重要载体。加快城市工业发展，推进城乡一体化是人类社会发展进步的必由之路，是解决当今中国经济和社会问题的重要途径，更是全面建设小康社会的战略举措。而城市的发展与工业发展之间存在着十分密切的相互关联与相互制约关系。工业化是城市化的根本动力；
尽管黑龙江省是我国城市化水平较高的城市，但在城市工业设中存在缺乏长远规划、规模较小、缺乏产业支撑、基础建设落后等诸多问题。实践的发展迫切需要理论界探讨城市工业发展规律及其相互之间的内在互动关系，并据此设计黑龙江省未来城市化与工业化发展的思路以及政策举措，促进城市的协调发展，少走弯路，通过最短的途径实现城市化与工业化的协调发展。
本文试图从城市工业发展的理论出发，通过引入国外成熟的理论模型，结合中国工业化动力机制的实证分析，针对黑龙江城市中的工业发展问题，进行探索性的研究，以期得出建设性的对策。

Heilongjiang city Industrial development problems and countermeasures
Abstract
Speeding up the process of urbanization make the country and city integration is the only route which must be passed of the human society. Industrialization and urbanization are two most important powers pushing economic development and modernization forward .They are also two important respects of economic development and modernization .So it is very urgent to implore the real linkage between industrialization and urbanization and gives some advice for Heilongjiang to avoid both the phenomenon "industrialization without urbanization" or "urbanization without industrialization" in its development process .Considering the above reasons ,this dissertation analyzes and compares the existed theories on development of industry and urbanization ,its fundamental requirements and standards and explores the experiences of Heilongjiang's industry and urbanization process ,and give some advice for Heilongjiang to harmonize industry with urbanization in the new situation.
