我国农民利益表达机制存在的问题及其对策

党的十七届三中全会着重强调要尊重农民的意愿，尊重农民的主体地位，保障农民权益，着力解决农民最关心最直接最现实的利益问题。随着我国市场经济体制的进一步推进和农村改革的不断深入，处于利益分化状态下的农民有了更多的利益诉求，而农民作为我国最大的弱势群体，当他们的利益受到侵害时，农民的利益表达依然面临诸多问题。如农民缺乏利益表达的能力；农民缺乏利益表达的组织平台及有效利益表达的渠道。在我国，影响农民群众利益表达的主要因素是渠道不畅，机制不全。针对我国农民在进行利益表达时出现的这些问题，应建立容纳利益冲突和利益表达机制的种种制度安排，使得利益表达的行为正常化、常规化。因为只有规则平等才是社会公正的核心所在，没有合理科学的规则，单靠临时的援助活动，弱势群体的声音还是可能被埋没。因此，必须构建和完善农民利益表达机制。增强农民利益表达的意识；建立农民利益表达组织，规范农民利益表达行为；拓宽农民利益表达的渠道。

ABSTRACT

The party of Third Plenary Session of 17 emphasised on the farmers' needs and to respect the wishes of them, respected the dominant position of the them to protect their rights and interests. With the further promotion of market economy system and the continuously depth of rural reform, farmers in the state division of the interests of differentiation have more demands.As the biggest vulnerable groups in china, farmers' articulation of interests still confronts many problems when their interests are violated . For example, they are lack of capacity to articulate ,lack of address as a platform to articulate and effective channels of articulation. In China, the major factor of the impact of farmers interests is the poor channels and incomplete mechanism. In response to the issues which appears, when the peasants express interests in our country .We should establish a variety of mechanisms to accommodate the conflict of interests and the expression of interests in order to make the behavior of expression of interests normal and rutine, because only the equal rules are the core of social justice, once there is no reasonable scientific rules, the voices of vulnerable groups may be buried if just rely on the temporary assistance activities and "campaign-style" initiative. Therefore, it is necessary to build a perfect mechanism of the expression of the interests of farmers, enhance the expression of the sense of the interests of farmers, establish the expression of the interests of farmers organizations, norm the acts of expression of the interests of farmers, broaden the channels of the expression of the interests of farmers.
