周至县“新农合”制度执行中存在的问题及对策研究
摘要
2002年10月，中共中央、国务院，提出建立和完善新型农村合作医疗制度和农村医疗救助制度，各地要先行试点，总结经验，逐步推广，到2010年全国普遍实行新型农村医疗制度。新型农村合作医疗制度是时代发展的产物，它的出台满足了农民的医疗需求，减轻农民医疗费用负担，缓解农村因病致贫、因病返贫和看病难问题，将会大大提高农村人口的健康指数，为农民带来医疗保障。
周至县在实施新型农村合作医疗的三年之中取得了一些成效，但同时也存在着一些问题。本文主要在查阅相关资料的基础上明确新型农村合作医疗制度的研究背景、研究目的和意义，并以周至县地区新型农村合作医疗制度现状与执行情况为主要目标，通过对采用合理方法搜集所获得资料的整理与分析，找出该制度存在的问题并对其原因进行分析，最后提出切实、可行的改进措施和建议。

Research on the Problems Which Exist in the Implementation of New Rural Cooperative Medical System in Zhouzhi County and Countermeasures
Abstract
In October 2002, the CPC Central Committee, the State Council, proposed the establishment and improvement of new rural cooperative medical system and rural medical assistance system should be around the pilot, lessons learned, and gradually promoted to general in 2010 to implement the new national health care system in rural areas. New rural cooperative medical system is a product of the development of the times, it's out to meet the medical needs of farmers and reduce the burden of medical expenses of farmers, alleviate and retue poverty due to illness, it will greatly enhance the health of the rural population index for medical insurance farmers.
The new rural cooperative medical care in Zhouzhi County have implemented three years and achieved certain results, but at the same time there are also some problems. In this paper, mainly in the access to relevant information based on a clear new rural cooperative medical system in the background, purpose and meaning, and Zhouzhi County new rural cooperative medical system and the implementation of the status quo as the main objective, through the use of reasonable methods of collecting by collation and analysis of information to identify problems in the system and an analysis of the reasons put forward practical and feasible measures for improvement and recommendations.
