黄金珠宝首饰产业集群考核评价体系研究
【摘要】自改革开放以来，深圳黄金珠宝首饰产业集群的发展已趋于成熟，区域集聚效应逐渐突显。产业集群考核评价体系的研究，有助于其发展政策的制定。本文通过对现有产业集群考核评价体系材料的研究，明晰了产业集群的定义、内涵与特征，分析了深圳黄金珠宝首饰产业集群的发展历程、形成机理、发展现状以及主要特征，并在此基础上，借鉴现有产业集群评价体系模型及指标体系，依据系统评价的方法，从技术评价、经济评价、公共服务水平评价和社会效益评价四个维度建立了关于深圳黄金珠宝首饰产业集群的考核评价体系。指标体系包括绩效考核指标和效益考核指标，综合了过程与结果的考核评价内容，是一个较为系统的综合评价体系。

【Abstract】Since the reform and opening up, the gold and jewellery industry cluster of Shenzhen has become mature. Clustering effect in this region highlighted gradually. The research of industry cluster evaluation system help making the development policy of jewellry business. Based on existing industry clusters research, this paper clarify the definition of the industry cluster, and also analyse its content and features. Then, it analyse the development process, the formation mechanism, and the main characteristics about Shenzhen gold and jewellery industry cluster. Draw on existing industry clusters evaluation system model and indicator system, based on method of systematic review, this article establishes the assessment system to Shenzhen Gold and Jewellery Industry Cluster on four dimensions, such as technical evaluation, economic evaluation, evaluation of the level of public services and social benefits evaluation. This system includes performance indicators and efficiency indicators. As containing the result and the process evaluate indicators, it is a comprehensive system of evaluation.
