村医疗卫生管理现状及存在问题研究

摘  要

农村医疗卫生管理体系是我国社会管理体系的重要组成部分。我国西北农村医疗卫生管理体系尚不完善,这已经成为发展西北农村经济、提高农村居民生活水平的障碍。这就需要我们在医疗卫生管理体系建设中探索出一条具有自身特色的体系模式和路径。因此,我们有必要深入到农村医疗卫生管理体系的现实发展中,用历史的、发展的眼光对农村医疗卫生管理的现状和问题进行研究,在总结规律的基础上提出改革和完善我国农村医疗卫生管理体系的政策措施。  
本文主要以新型农村合作医疗作为切入点，通过对西乡县红星村农村医疗卫生管理现状进行研究，发现该村在医疗人员配置、政府资金投入、政策法规执行等方面存在问题，再结合当地实际情况以及政府相关政策对这些问题进行研究分析，找出导致这些问题的原因所在。最后在以上分析的基础之上对各个问题提出了完善医疗卫生管理的意见和建议，以期为寻求解决问题的措施和对策提供参考。

Abstract
Rural medical and health management system is the management system of our society an important part. Reform of the Rural health care management system is not perfect, it has become the development of the Northwest of the rural economy and improve living standards of rural residents obstacles. This requires that we in the medical and health management system to explore a system with its own characteristics, patterns and paths. Therefore, we need to give close to rural health care health management system in the development of reality, with history, the development of the vision for village health status and problems of management to undertake a study of Occurring based on the Reform and Improvement of Rural Health management system policies and measures.
In this paper, to the new rural cooperative medical care as an entry point, through the rural medical and health management Hongxing Village Xixiang the current situation of research and found the village in the medical personnel, government investment, policies and regulations and other issues on the implementation problems, combined with the local the actual situation and government policy research and analysis of these issues, find out the reason leading to such problems. Finally, the above analysis based on the various issues on a good medical and health management advice and recommendations to the search for solutions to problems and countermeasures for reference.
