市经济技术开发区城中村改造中存在问题及对策研究

摘要
随着城市化进程的不断加快，城乡发展逐渐显现的不平衡，城中村改造问题逐渐成为人们广泛关注的焦点。国内许多大中城市启动了新一轮城中村改造计划以增强城市的综合发展能力，进一步缩小城乡之间的差距。如何在统筹城乡发展下，将城乡的二元经济结构优化问题，与城市功能规划问题以及城市资源、环境保护结合起来，实现城市的良性发展，实现城市社会经济的可持续发展，开展城中村改造是必然选择。
本文从西安市经开区城中村改造为切入点，深刻剖析“城中村”问题，“城中村”具有城乡二元结构特征，同时又具有其他农村没有的区位和经济优势，在统筹城乡发展的过程中，“城中村”是最有条件率先实现统筹的地区，通过对西安市经济技术开发区目前城中村改造的现状进行深入的调查观察研究，同时吸取国内外相关领域的研究的先进思想，对“城中村”改造中存在的问题，积极的寻求改造的指导思想，创新改造的模式以及改造方式和改造整体规划制度，促进“城中村”融入城市，对改造提出对策和建议。

Abstract
With the accelerating process of urbanization, urban and rural development gradually emerging imbalances, the problem Reconstruction of the Village has become the focus of widespread attention. Many domestic cities start a new round of Reconstruction of the Village plans to enhance the ability of the city's comprehensive development, and further narrow the gap between urban and rural areas. How do urban and rural development, the urban-rural dual economic structure of the optimization problem, and planning of urban functions and urban resources, environmental protection together, to achieve the sound development of the city to achieve sustainable socio-economic development of cities, villages in the city to carry out reform is the inevitable choice.
    From the Reconstruction of the Village Economic Development Zone in Xi'an as the starting point, a profound analysis of "Urban Villages", "urban village" with the urban-rural dual structure characteristics, while other rural areas do not have the location and economic advantages of co-ordinating urban and rural development process, "Villages" is the best placed to lead in achieving co-ordination of the region, through the Economic and Technological Development Zone in Xi'an Reconstruction of the Village's status Muqian depth investigation and observational studies, drawing on relevant areas of research at home and abroad advanced ideas of the "Villages" in the problems, and actively seeking reform of the guiding ideology, innovation and transformation of the mode transformation method and transformation of the whole planning system to promote the "urban village" integrate the city with strategies and recommendations on the transformation .
