政府再就业职业技术培训政策与措施研究
【摘要】随着社会经济的不断发展和进步，人们所面临的就业压力与日俱增。2008年下半年的次贷危机所引起的全球金融风暴使就业率再次成为人们关注的焦点。再就业工程成为各国都十分重视的一项社会系统工程，而政府在再就业中的政策措施显得尤为重要。本文通过对政府在再就业职业技术培训中的政策与措施研究以及外国政府在再就业职业技术培训政策措施中的有效经验的描述，揭示了我国政府在再就业职业技术培训政策措施上存在以下不足：（1）职业技术培训后再就业率提升不明显；（2）就业需求与培训机构服务的不对称；（3）职业技术培训资金管理不明晰；（4）政府绩效评估的有效性存在问题；（5）缺乏对职业技术培训对象的细分。为今后推进我国政府职业技术培训政策措施的有效性提出了下列对策和建议：（1）建立健全公共职业介绍机构，强化“一站式服务”模式；（2）树立以人为本的服务意识，实行分类培训；（3）将培训与任职考试相结合；（4）实现就业服务信息化；（5）建立培训的激励约束机制；（6）政府购买再就业培训成果；（7）重视创业培训。希望能够对政府发挥在再就业工程尤其是再就业职业技术培训中的作用提供一定的借鉴。

【Abstract】With the economic and social development and progress, people facing growing pressure of employment. The second half of 2008 the subprime crisis caused by global financial turmoil that employment has once again become the focus of attention. The reemployment project has become a very important social system project, and the government's policy measures in again obtain employment is particularly important. Based on the government in the reemployment vocational skills training and the policies and measures of foreign governments on reemployment policies and measures of professional technical training and experience of the effective, reveals the Chinese government in the reemployment vocational skills training policy measures under the existing shortage: (1) the vocational training again after employment promotion is not obvious, (2) the employment demand and training services of asymmetry, (3) professional technical training fund management is not clear, (4) government performance evaluation of the effectiveness of existing problems, (5) lack of professional technical training objects segmentation. For promoting vocational and technical training to the effectiveness of policy measures put forward the following countermeasures and Suggestions: (1) establish public job-introduction agencies, strengthen the "one-stop" service mode, (2) establish people-oriented service consciousness, implements classified training, (3) will post training and exam combines, (4) employment service information, (5) establish training incentive-restricted mechanism, (6) government purchase reemployment training achievements, (7) on entrepreneurship training. The government hopes to play in the reemployment project, especially the reemployment vocational and technical training to provide certain reference for the role.
