德国社区管理模式探讨

【摘要】 德国是一个法制比较健全的国家，良好的法制执行力使德国人在全世界树立起“讲自觉、讲规矩”的良好形象。德国经过改革把国家建设成为经济实力比较强大的资本主义国家，原因固然很多，但从社区建设发展与体制看，也有不可低估的因素，德国政府的一些做法和经验，对完善我国政府功能，推进社区建设，建设有中国特色的城市基层社区社会管理体制，有一定的启发和借鉴作用。社区是具有亲密关系和高度归属感的人群共同生活的特定区域，本文通过对德国社区管理的学习，结合中国的实际，形成有中国特色的社区管理模式，其社区的管理模式和经验对我们的社区管理具有借鉴意义，值得我们深入学习和探讨。

【Abstract】
Germany is a relatively sound legal system of the country, good execution of the German legal system in the world to establish " consciousness, the rules," the good image. Through the reform，Germany turns into a powerful capitalist countries, the courses must be a lot, but the development of community building and institutional point of view, there are factors that can not be underestimated, the German government some of the practices and experiences on improving our government functions promote community building, building socialism with Chinese characteristics, urban grass-roots community social management system, a certain inspiration and reference. Community is a place that with close relationship and high sense of belonging to a particular area of people living together, through the study of Germany, with China's reality, the formation of community development with Chinese characteristics, mode of management of their communities and experience of our community building and management of a reference, it is our in-depth study and discussion.
