“参与式预算”在我国的实践分析

【摘要】所谓的参与式预算就是政府将涉及公众切身利益的公共项目建设资金，交给公众讨论，并由公众决定，使预算编制更加公开、民主、透明。[1]本文采用案例分析法，对我国的和外国的参与式预算案例进行分析，寻找出了适合我国实际的解决问题的对策：1、让公民成为参与式预算的主体，将公民参与延伸到公共预算的编制阶段。2、为参与式预算提供完备的法律制度支持。3、培养公众普遍参与的意识，让更多的公众参与到参与式预算。4、提高公民的参与素质并鼓励具有专业知识的社会组织参加预算。5、具有战略性眼光，让参与式预算成为一项长期发展的政策。

【Abstract】The so-called participatory budgeting is that the Government will involve the vital interests of the public financing of public projects, to public discussion by the public to decide, to make budgeting more open, democratic and transparent. [1] In this paper, case analysis, and foreign to our country participatory budgeting case analysis, looking out for our practical solutions to this problem: 1, so that citizens become the main body of participatory budgeting, citizen participation will be extended to public budgeting stage. 2, the participatory budget for the complete legal system of support. 3, developing public awareness of universal participation, to allow more public participation in the participatory budget. 4, to improve the quality of citizen participation and encourage social organizations with expertise in the budget. 5, with a strategic vision, so that the participatory budget as a long-term development policies.
