网络监督官员的现象分析
【摘要】网络监督是基于网络监督路径的公民监督形式，是指公民这一监督主体以网络媒介为平台针对网络客体的职责和义务的履行情况，通过网络行为对监督客体进行责问、质询、检举、揭发，要求监督客体承担否定性结果的一种监督行为。在科学技术快速发展和社会不断变革的趋势下，网络监督已经成为了反腐倡廉的重要途径，在推进反腐倡廉中发挥着巨大的作用，同时网络监督的兴起给我们带来了新的问题和新的任务。本文通过对2008至2011年间在新华网、腾讯网、各大论坛曝光的网络监督案件进行统计和分析，认为在网络监督互动的过程中，官员因网络监督会影响其仕途而害怕网络监督，“偶然获得信息”和“人肉搜索”是网民信息来源的主要方式但存在着局限性等问题。本文针对这些存在的问题，提出以下解决问题的建议：1、提高领导干部直面网络监督的能力，树立“五种”意识；2、强化“网德”教育，提高网民素质；3、规范“人肉搜索”有效发挥反腐功能；4、有效推进网络监督制度化建设。
