我国城市社区治理模式改革路径分析

【摘要】“社区治理“是我国城市化过程中研究的重要课题，在过去中国城市社区治理的进程中，我国社区治理模式日趋成熟，但是由于居民和政府的关系日趋密切，社区治理模式仍未达到最理想的状态。本文通过文献法、经验总结法研究我国城市社区治理的模式和背景的探索，分析社区治理的条件和功能，定位我国社区治理模式的发展阶段，并比较社区治理中的居委会、物业管理、非政府组织等主流社区治理主体模式，结合香港、英国社区治理模式的先进经验和理论，研究我国城市社区治理模式路径改革，探究适合我国城市社区发展的治理模式，其中发现公民参与的社区管理将是我国社区治理模式改革的重要研究方向。本文研究思路为：首先浅析我国社区治理概念，介绍我国城市社区治理背景和基本模式，结合国内外地区先进经验为我国社区治理总结经验，最后则是为我国城市社区改革路径提出参考建议，试图在我国城市社区治理模式实践基础上，力求为我国城市社区治理的改革路径的选择以其未来发展的方向提出有益的建议。

【Abstract】“community governance" is an important issue in the process of urbanization. in the past the process of China's urban communities governance，Community governance model in China matures with each passing day, However, due to the residents and the government's relationship grows，Community governance model has not yet reached the ideal state. By exploring the backgrounds and by studying the models of urban communities governance, this paper aims to analyze the condition and function of community control, determines development of Community governance model,And compares the main mode of governance between the neighborhood committees, property management, non-governmental organizations and other mainstream community governance Links advanced experience and theory of Community governance model at home and abroad, studies the path changes of Urban Community governance model， to explore a governance model suited to China's urban community development.This paper argues that，with the changing role of our government, operating and non-governmental organizations becoming more sophisticated, our public services should begin to gradually allow community groups to share. besides government neighborhood, Community governance in main model also needs property management, intervention management of non-governmental and non-profit intermediary organizations , which works in three-track parallel.At last, it’s bringing forward reference recommendations for the path to the reform of China's urban communities. Attempted to based on practice of urban community governance model，Strive for putting forward useful recommendations for choosing the path of reform of urban communities governance under its future development direction.
