城中村改造中政府作用探析

内容摘要

城市化是世界发展的必然趋势，而城中村是快速推进的城市化进程中出现的一种新的城市化问题。它是由农村管理体制向城市管理体制转换的过程，是一项政策性强、牵涉面广的系统工程。本文在小产村改造实证案例研究基础上，以政府经济学理论为基础，从政府角度分析其发挥的作用。通过对城中村改造之前、改造期间和改造之后的划分和归纳，可知在当代利益矛盾冲突愈发突显情况下，政府是多元利益诉求的制度构建者，也是利益诉求的仲裁者以及多元社会关系利益协调者。在多元利益主体博弈的过程中，应基于以人为本、可持续发展思想，从政府主导的角度出发，通过对各种资源的调整，确保各利益主体的利益关系平衡，从而探讨切实合理且行之有效的整合思路，从根本上解决城中村改造难题。

Abstract
