浅析国有企业改制重组中风险的防范与成本的控制——以海南昌江水业有限责任公司为例


摘要:在国有企业的发展过程中,存在很多的限制,尤其是当企业出现亏损时,这个时候我们就要寻找一种合理的方式来挽回损失,甚至寻求利润。重组改制是国企改革的一个重要途径。企业改制重组过程要按照市场经济规律办事,按产权交易方式进行,不能以行政命令代替经济手段。在重组改制过程中我们会面临许多风险,如何对风险进行有效的防范,便成为国企改制重组能否成功的关键因素。同时我们还应该注意改制过程中的成本费用问题,尽量将成本控制住在最低,是我们开展改制工作应该首要注意的问题,也是改制工作能否顺利进行的关键。

Analyses the preventing of the risk and the controlling of the cost in the restructuring of the state-owned enterprise

 
Abstract: In the process of the development of the state-owned enterprise, we will find that there’s much restriction, especially when the appearance of the financial loss, in this time, we should find some ways to solve these problem. Restructuring and reorganizing is the common way in this process. Before that we should evaluate whether the project is possible or not, also we should consider the internal and external environmental factors. In this process we will meet a lot of problems, we should think about that how to control the cost and how to prevent the risk, if we spend too much money in the cost, the process of the restructuring would become no sense, we must try our best to save the cost. Also we should consider what risk we would meet in the restructuring, and make the solutions when the risk appears.
