论健全农村法律制度

摘要：现阶段，如何保护农民权益的问题正日益受到广泛的关注。长期以来农民权益遭到漠视和损害的根源不仅源于我国长期存在着的城乡二元结构和多年来农民问题上的政策偏差，而且源于对农民权益保护方面长期存在着的法律上的缺位。我国人口大部分生活在农村，农村弱势群体的存在，是一个不可忽视的问题。在农村开展法律援助工作存在一些问题，如法律援助宣传不够、农民群众知晓率不高、援助经费没有保障、工作者不足、援助单一化、形式化等。这些问题的存在势必会影响农村法律援助工作的开展，也会影响农村的稳定和发展。确切落实农村广大群众真正树立起依法办事，关注社会中存在的弱势群体，努力营造一个良好的法律援助范围，则需加强农村法律援助建设。

ABSTRACT  ：  At present, how to protect the rights and interests of the problem is increasingly widespread concern. for the rights and interests were disregarded, and the source not only from our long period of the dual structure and over the years, the peasantry, and the policy on the rights protection law existed over a long period of absence. most of our population living in the countryside and disadvantaged, is a considerable problem. In the legal aid work there are some problems, such as legal aid is not enough, the peasant masses know the rate, there is no protection and assistance fund of personnel and support a single and formalize, etc. the problem will affect the legal aid work and will also affect rural stability and development. The precise implementation of the broad masses to build up in accordance with the real and exist in the social vulnerable groups, create a favourable legal aid scope, the need to strengthen the construction of the legal aid.
