采风---中国古代调查研究工作的一大创举
 

摘  要：随着社会生活的扩大化与复杂化，人们对调查研究越来越重视。调查研究是秘书部门的一项重要职责，是现代秘书工作的重要环节，在秘书人员参与政务、处理事务中发挥着重要作用。而西周时期开始形成的采风制则是中国古代社会调查研究工作的一大创举。其实行的最初动机是统治者为了巩固、维护自身的地位。采风的规模很大，时间也较长。这一制度的实行无论是对当时还是今后的社会都产生了深远的影响。

Cai Feng ----an innovation of investigation and study in the ancient China

Abstract: With the expansion and complication of social life , people attach more and more importance to investigation and study. Investigation and study is one significant duty of the secretary department, and is also an indispensable link in the work of modern secretaries. It plays an notable role in participating government affairs and handling affairs. The system of Cai Feng, which starts to take form in the western Zhou Dynasty, is an innovation in the ancient China. The initial motivation of this system is to consolidate and preserve the ruler’s own status. The scale of Cai Feng is very large and the time is also long. This system has a far-reaching impact either for the time or the future.
