我国户外广告特许经营现状及问题的研究
摘  要:长期以来我国对户外广告设置权经营权采取行政审批的方式,计划经济时代的行政审批模式手续繁琐,加剧了权力寻租的机会。受到国外“经营城市”理念及实践的启发,我国各地将特许经营引入到户外广告的管理中,希望可以解决户外广告业长年来存在的问题,提升城市的形象与竞争力。本文将介绍特许经营制度的概念、特点、之于审批制度的优越性以及其在我国户外广告业应用的背景及依据,分析户外广告特许经营制度在我国施行过程中出现的争议与问题,提出特许经营制度下我国户外广告业健康发展所需的条件。

    Abstract: For quite a long time, the advertising companies in our country had to apply for the right of managing outdoor advertising resources through the governments' administration and approval. As many departments had involved in the governing of outdoor advertising, the process of getting the approval could be extremely complex. And multiple governing provided the chance of rent-seeking. Inspired by the concept of "Urban Management "from the western countries, local governments began to implement the concession into the outdoor advertising, hoping to end the chaos and disorders of the industry at the same time improving the city's image and competitive edge. The thesis will tell the concession's concept and characteristics, compare the differences between the traditional examination-approval system and concession system, analyse the problems and disputes in the process of implementing the new policy and finally come up with the terms of healthy development of outdoor advertising under the concession system.
