化工类建设项目的环境风险评价研究-以某厂为例
摘  要
    环境风险评价的诞生,标志着环境保护战略的重要转折,它能够在事故发生前对风险进行预测和管理,降低事故发生概率及事故产生的危害。化工行业因其生产的特殊性,一旦发生事故,往往会造成大量的财产损失、人员伤亡及环境污染,后果极其严重。因此,有必要对化工行业建设项目进行环境风险评价。本文通过对实例项目-某化工有限公司年产40吨2,2-二甲基环丙烷甲酰胺、年产600吨2-甲基-4-异噻唑啉-3-酮(MIT)项目进行主要建设内容、原料消耗、产品情况,以及区域环境概况和评价区域污染源现状的调查研究,找出该项目在物料、生产设备、生产过程以及物料运输和储存中可能存在的环境风险,对其进行环境风险评价。评价的内容主要包括环境风险识别、源项分析,风险事故环境影响分析,针对评价结果提出相应的应急防范措施和风险应急预案。研究可知该项目厂内危险物料存储量较小,在采取相应风险防范措施是并严格生产管理的条件下,其环境风险能达到可接受水平。

Environmental Risk Assessment on Chemical Project
- A Case for New Plant
 
Abstract
  The birth of environment risk assessment (ERA)signs the important transition of environment protection strategy, and it can forecast and manage the risk prior to the accidents, which could reduce the probability and harm of accidents. Due to the production, particularity of chemical industry, once the aeeident happened, it often cause much property loss, casualties and environment pollution, the consequences was very serious. A annual 40 tons of 2,2 - dimethyl cyclopropane formamide and 600 tons 2 - methyl -4 - isothiazoline -3 - one (MIT) chemical industry company is chosen as an object in this paper. We do a research on construction content, consumption of raw materials, product conditions, as well as regional environmental overview, and evaluation of the status of the regional sources, and find out the environmental risks that may exist in materials, production equipments, production processes, and materials transport and storage of this project, and then make the Environment Risk Evaluation of it. The assessment includes environmental risk identification, source analysis, and environmental impact analysis of accident risk, and propose corresponding preventive measures and risk of emergency contingency plans base on the evaluate the results. Results show that the hazardous materials storage is not large in this project, its environmental risk can reach an acceptable level under corresponding preventive measures and strict production management.
