深港社区治理的比较分析
深港社区治理的比较分析
【摘要】深圳毗邻香港，香港的社区治理已经比较成熟，比较借鉴香港社区治理的经验，有利于深圳社区建设的健康发展。本文从社区的内涵出发，阐述了治理与社区治理的相关理论，着重分析了深港社区自治组织发展的历程，对比了深圳与香港政府在社区治理中的组织结构及角色定位，探讨了深港社区公共服务提供方面的差异，同时考察了当前深圳与香港社区工作者与义工的发展状况。最后，在比较分析的基础上，针对深圳的社区建设，提出了让社区居委会参与管理社区基础设施；逐步取消街道办事处；创新社区基层治理结构等政策建议。

A Comparative Study between Shenzhen and
Hong Kong in Community Governance
【Abstract】Shenzhen adjoined Hong Kong, Hong Kong's community governance is quite mature, profited from the experience which the Hong Kong community governance, is advantageous healthy development which constructed in the Shenzhen community. This article embarks from community's connotation，elaborates the related theories of governance and community governance. Emphasize the analysis on the process of the development of the community autonomy organization, contrast on the organizational structure and roles of the government in community governance between Shenzhen and Hong Kong , discussed the differences in community public service supplying between Shenzhen and Hong Kong, review the development condition of community worker and volunteer between Shenzhen and Hong Kong. Finally, put forward some points of policy suggestions on Shenzhen: hand over the management power of community basic facilities to the community resident committee; cancel the street office gradually; innovate the basic structure of the community governance.
