城市政府在创新型城市建设中的作用研究——以xx为例
【摘要】 随着知识经济的来临，创新已经成为城市发展的重要内在动力和决定性因素。国外许多城市的创新型城市建设取得了显著成绩，如新加坡，韩国大田，印度的班加罗尔等。我国的很多城市也纷纷把创新型城市作为城市发展的战略目标，如深圳的创新型城市建设引起国内外广泛关注。社会各主体在这一过程中的角色与定位是重要的环节，通过研究，发现深圳市政府在创新型城市过程中扮演着“场地维护员”的角色。本文对深圳市政府在创新型城市建设中的政策服务、人才服务、税收服务、知识产权保护服务和法律服务等方面进行了研究，探索了对其他城市可以借鉴的重要经验和启发，并指出了创新型城市对我国建设创新型国家的重要意义。

The Research of City Government’s role in the Construction of Innovative city ——Case study of Shenzhen
【Abstract】With the times’ coming of the knowledge-based economy, innovation has become an important intrinsic driving force and the decisive factor of city development. Many cities in the world have made remarkable achievement in the innovation city constructing, such as Singapore, Daedeok Valley in Korea and Bangalore in India, etc. Lots of cities in China have also made innovation as the strategy of city development, for example, Shenzhen has caused wide public concern at home and abroad for its innovation construction. The role and position of different main bodies in the society is very important in the process of construction .After research, we find that in the process of construction, city government of Shenzhen plays the role of ‘the staff who maintains an athletic field’. In this paper, we study the government services for the innovation construction, such as regulation service, talent service, revenue service, intellectual property protection service and so on. We also explore the experience and inspiration for other cities, and point out that innovation city has great deal of meaning to the innovative country’s construction.
