和谐社会的构造——以发达国家社会保障体系为视角
【摘要】 自120多年前社会保障制度在德国诞生以来，世界绝大多数国家都已建立了社会保障制度。纵观目前世界各国的社会保障制度，其模式主要分为三大类：以英国和北欧诸国为代表的国家福利型社会保障模式、以美国和德国为代表的补救型社会保障模式和以新加坡和日本为代表的东亚模式。当前，我国社会保障制度正处于转型时期，新的社会保障体系框架已基本确立，但仍存在很多问题，需要进一步改革和完善。本文试图通过分析英国、美国和新加坡三个发达国家的社会保障制度，借鉴外国社会保障制度的经验教训，为我国社会保障制度的改革以及社会保障体系的建设提出积极的建议，从而推动和谐社会的构造。

The Construction of Harmonious Society
——Case study of social security system in developed country
【Abstract】Since social security system has been born in Germany more than 120 years ago, most of the countries in the world have already built up their social security systems. Taking a wide view at the current social security systems all over the world, their modes are mainly divided into three major types: the type of national welfare social security, taking England and various countries in the North Europe as the representatives, and the type of remediable social security, taking the United States and Germany as the representatives, and the type of East Asia, taking Singapore and Japan as the representatives. At present, the social security system in our country is in a climacteric. New social security economy has already establishment basically, still there are a lot of problems, which need to be reformed and perfected further. This thesis is going to give some active suggestions to the reform and build-up of social security system in China and carry our harmonious society cause further forward by analyzing the social security systems in three flourishing western countries, England, United States and Singapore, and studying the experiences of social security system from other countries.
