我国健全和强化行政异体问责的理论思考
【摘要】 行政问责是民主政治与民主行政的内在要求，包括同体问责和异体问责两种类型。异体问责较之同体问责更有效、更符合民主政治要求。只有加强行政异体问责，才能建立系统、全面和有效的责任监督机制。本文在介绍行政问责概念及总结了行政问责在国内外施行情况的基础上，分析了我国行政问责中异体问责的缺失情况，提出了加强行政异体问责的措施，认为通过加大行政异体问责的力度，使我国的行政问责制不断发展和完善，最终达到建设责任政府的目标。

A Research on the Theory of How to Perfect and Strengthening Chief Allogeneic Accountability
in China
【Abstract】Administrative accountability is democracy and democratic administration of the inherent requirements，it including with self-accountability and allogeneic accountability. Allogeneic accountability is more effective and conforms to the democratic political requirement than self-accountability. This article has introduced the concept of administrative accountability and has analyzed the tack of allogeneic accountability in China，and proposed strengthened measures to make our country's administrative accountability system continuous development and improvement. Ultimately achieve the goal of to be the responsible government.
