摘 要
改革开放以来,民营企业在我国经济发展中发挥了越来越重要的作用。作为一家快速发展中的民营企业——JB公司的管理要求逐渐规范,企业对于人力资源管理也日益重视。绩效管理是人力资源管理的重点和难点,也是民营企业最薄弱的管理环节。如何加强企业内部管理,很多企业的决策人的目光首先投向建立有效的绩效管理体系,以提高企业执行战略的能力。广东JB公司也面临着同样的主题。
本文首先对绩效管理体系的一般原理和关键绩效考核指标等先进绩效管理工具进行理论上的研究。将理论和实际紧密结合,遵循“以人为本”的现代绩效管理基本理,本文设计出以过程管理运作模式和包含平衡积分卡思想的关键绩效指标考核模式为核心的绩效管理体系解决方案。为加强应用性,论文还制定了较详细的方案实施规划,囊括了实施中的关键环节和需要处理好的关系。
绩效管理体系自身也有个不断发展的过程。绩效管理的实质在于通过持续动态的沟通达到真正提高绩效,实现部门或企业目标,同时促进员工发展。本文在最后,以动态、长远的眼光,指出了JB公司绩效管理体系今后不断完善的“三部曲”:实施平衡记分卡的绩效评估指标体系——绩效管理体系各方面调整以适应其他管理制度的联动要求——绩效管理体系“软化”,简化,融入企业文化。
本文为现代企业进一步加强绩效管理,在理论和实践上都提供了一个有益的尝试和坚实的基础。

Abstract

Performance management is the focus of human resources management and difficult, Private enterprise is the weakest link in management. How to strengthen internal management, decision-makers of many companies first look into the establishment of an effective performance management system, implementation of strategies to enhance the capacity of enterprises. Guangdong JB Co.,Ltd. is also faces the same theme.
In this paper, the performance management system and the general principles of the key indicators of performance appraisal, and other advanced performance management tools for theoretical research. Will closely combine theory and practice, follow the "people-oriented" the basic rationale for modern performance management, the paper designed to process management mode of operation and includes balance scorecard thinking of the key indicators of achievement assessment model as the core of the performance management system solutions. To strengthen the application, the paper has also developed a more detailed implementation of the programme planning, to include the implementation of the key links and the need to address good relations.
Performance management system itself has had a continuous development process. The essence of performance management is through continuous communication to the real dynamics of improving performance and achieving department or business goals, while promoting staff development. In this paper, in the final, dynamic, long-term perspective, pointing out that the JB corporate performance management system continuously improve the future of the "trilogy": the implementation of the Balanced Scorecard performance evaluation index system - all aspects of performance management system adapted to other management systems The linkage requirements - performance management system "softening", to simplify and integrate into the corporate culture.
