摘  要：秘书腐败来源于公共权力的变异与腐败，区别于其他的腐败现象，秘书腐败是兼具了公共权力腐败特点以及自身的职业特性的腐败，实质是决策权和执行权互动互用的“链条式”腐败，导致其发生的可能性有如下几点：首先在于秘书人员所从事的秘书工作的角色，秘书工作很多，但是其充当的角色会影响；其次，就是秘书自身的职业素质对其拒绝腐败的能力的影响，职业素质的高低，会影响一个身为秘书人的职业本身的变质；第三就是外界因素，这包括多个方面，领导的作风，行政单位的氛围，社会的风气等诸多可变性的因素都会对秘书工作的变质具有这重要的影响作用，是不可忽视的。如何最大限度的避免这些问题，对防止秘书腐败有着重要意义和作用。
