中美民间智库对公共政策作用之比较分析及对我国的启示
【摘要】民间智库作为一个多元的专业化、独立的研究机构，体现了公共决策过程中民主参与的制度化，以及公共决策的民主化、科学化进程。由于我国民间智库本身的特殊性和相关制度的不健全，其没有充分发挥在公共政策中的作用。本文试图通过比较分析中美两国民间智库对公共政策的作用，总结出中美民间智库的差异性，并提出我国民间智库的不足之处，希望通过与政府合作、与媒体建立联系、建立人才良性互动机制等方式来充分发挥中国民间智库在公共政策领域的作用。

China and the United States the role of non-governmental think tank on public policy and the     comparative analysis of the Enlightenment to China
 
【Abstract】Non-governmental think-tank as a multi-professional, independent research institutions, reflects the public decision-making process of the institutionalization of democratic participation, as well as the democratization of public decision-making and scientific process. Because of the specificity of non-governmental think tank itself, and related system is inadequate and does not give full play to its role in public policy. This paper attempts a comparative analysis of China and the United States through non-governmental think tank on public policy role of the United States summed up the difference between non-governmental think tanks, and non-governmental think-tank of China's inadequacies, and hopes to work with the Government to establish contact with the media the establishment of personnel, such as benign interaction mechanism to give full play to the Chinese people think the role of public policy
