中国决策机制的绩效分析——以中美应对金融危机的措施为例
【摘要】行政决策是行政管理过程中的关键环节，并且贯穿于行政管理过程的始终，“决策是行政的心脏”。在危机中，政府如何实现有效的行政决策，更体现政府施政的能力。中国公共政策的决策体制，由行使公共权力的各级国家机关和执政党的各级组织组成，包括各级人民代表大会及其常务委员会，各级人民政府及其所属部门，执政党的各级党委会、党组。本文以美国金融危机为背景，对比中美应对金融危机的措施，进一步分析中国行政决策机制的绩效。中国行政决策机制的优势在于：1.集大力量办事；2.政策稳定人心。然而，以下两个方面还有待改善：1.建立和完善社情民意反映机制, 增强行政决策活动的透明度；2.政府行政决策机制的有效评估体系。

【Abstract】             
This paper develops a theory-practice view of administrative and organizational decision making. Its goals are to improve administrative decision-making processes, facilitate organizational change based on the Ameican Fanancial Crisis, and increase the potential for success in administrative decision-making reform efforts. The first sections discuss the background of the American Fanacial Crisis. The second sections focus on the standards of government performance, including the economy indicator、efficiency indicator、effectiveness indicator. Limitations of theory and the requirements of validity and reliability are discussed.The forth sections discuss how China and American government run. The fifth sections compare China's measures to deal with financial crisis and American’s. It is concluded that theories provide a "guide to action." however, is not possible or desirable, because people and situations change. Finally, several examples of ways to use the new paradigm are presented, including organizational decision making by China Government, policy analysis and action for governments, curriculum change, and school restructuring. Recommendations for further study are offered.
