论构建和谐社会政府在解决贫富问题中所扮演的角色
摘 要
在党的十六届四中全会上提出的构建社会主义和谐社会的重大战略思想，清晰地明确了我国现在乃至今后社会建设的方向和政府执政的重心，具有划时代的指导意义。然而，在构建社会主义和谐社会中，将面临一系列困难和挑战，最大的困难和挑战莫过于日益扩大的居民贫富分化问题。本文从国内外收入差距理论入手，对文献相关知识点进行认真研读并对相关的理论进行阐述。在研究中国当前的收入差距状况的同时，也从历史、政治等角度，分析造成贫富差距的原因，结合外国政府在解决这一问题上的成功案例，借鉴他们的成功经验，提出一系列关于我国政府如何解决居民贫富问题的策略，为我国政府在这一方面的角色定位提供参考。并得出以下两个重要结论：
第一、近年来，无论城乡、行业还是地区贫富差距，都呈不断扩大趋势，基尼系数已达到国际社会划定的社会不稳定时期，并且已严重阻碍经济的发展和社会的稳定，构建和谐社会，重视和解决居民贫富问题，已成为政府刻不容缓的重大举措。
第二、造成贫富分化的原因众多，有历史、区域发展不均衡、经济体制改革等。但笔者认为最重要是接受教育的不均等，导致居民的学识文化水平高低不一，而且低收入者的绝大部分的文化水平不高，所以政府如果想缩小贫富差距，笔者认为一个很重要的政策就是重视教育和技能培训，加大对教育的投入，特别是要提高落后地区居民的文化素养。

However, we will face plenty of difficulties and challenge in build the Harmonious society, the biggest difficulty and challenge is the increasingly the gap between the rich and the poor. This paper will commences from the income gap theories of domestic and international, study Seriously about the Knowledge of the literature and the expounded relevant theory, from the history, political etc research current Chinese of the gap between the rich and the poor,. Analysis the reason of the gap between rich and poor, combining the foreign government in resolving this problem of succeed case, use for reference their successful experience, putting forward a series strategy about our government how to resolve the problem of the gap between the rich and poor ,and hope to provide a reference for our government to fix the position in this aspect of the role. And the following two important conclusions:
First. In recent years, the gap between rich and poor no matter in urban and rural areas, sectors or regions have A trend of expansion, the Gini coefficient has reached the international community to designate the period of social instability, and has seriously hindered the development of economic and social stability, To build a harmonious society, Pay attention to solving the problem of the gap between rich and the poor, which has become an important measure for the delay.
Second. There are many different rensong lead to the gap between the rich and the poor, such as historical, uneven regional development, economic structural reform, and so on. But I think the most important reason is unequal access to education, leading to the residents of different level of knowledge and cultural levels, and a lot of low-income people have Low level of education , so if the Government want to narrow the gap between rich and poor, I think a very important policy is attaching the education and skills training, increase investment in education, particularly to improve the culture of the backward district.
