服务导向的政府组织流程再造
摘    要
经济的发展，政治的进步，公众需求的改变，信息时代的到来，传统官僚制行政体制再也无法适应新时代的要求。为了回应新时代的要求，我国提出构建“服务型政府”的改革目标。构建服务型政府的方法和途径有很多，鉴于企业业务流程再造（BPR）良好的使用效果，一个非常重要的思路就是把BPR引进来，即通过再造政府工作流程（GPR）来构建服务型政府。
本文首先介绍业务流程再造理论和建设服务型政府的基本理论，为进行服务导向的政府组织流程再造提供理论基础；其次通过介绍上海徐汇区政府和四川省成都市政府某部门进行政府流程再造的实践情况，了解地方政府进行政府流程再造所采取的阶段步骤和配套措施，列举了再造政府流程所取得的成就，分析了实施政府流程再造所面临的问题和困难；然后结合理论和实践，提出了服务导向的政府组织流程再造的建设方案；最后，本论文还对江门市进行服务型政府业务流程再造的个案进行分析，介绍了江门市进行服务导向的政府流程再造的背景，阐述了江门市政府进行流程再造所采取的各种措施，还分析了其所取得的成就。
实施政府流程再造是进一步优化服务流程，简化办事程序，促进内部协调，提高公共服务品质，构造服务型政府的重要战略选择。

Abstract
Following the economic development, political progress, public demand changes and the arrival of information age, the traditional bureaucratic administrative system no longer adapted to the requirements of the new era. In order to response to the requirements of the new time, our country proposed a reform goal for constructing “the service government” . There are many ways and methods for constructing service government, in view of the good effect of using the BPR, a very important idea is to bring BPR into the government work, that is through the recycling process to build a service-oriented government.
Firstly, this article introduces theories of the BPR and the construction of service government, so to provide theoretical foundation for the government to carry on the government flow restoration. Secondly, by introducing the practice of government process reengineering in Shanghai Xuhui District Government and some department of the Chengdu Government, we understood the stage steps and measures taken by local government for the government process reengineering then pointed out the achievement we get from the practice, and analyzed the problems and difficulties faced in the practice. Thirdly, by combining theory and practice, proposed construction plan for the government process reengineering which take service as guidance. Finally, the paper analyzed the background, the methods and the achievements to practice government process reengineering in the government of Jiangmen city.
The implementation of government process reengineering is a strategic choice, which can improve the service process, simplify work procedure, promote interior coordination, enhance quality of public services, construct service oriented government.
