公共部门人力资源开发问题研究
摘    要
在公共部门人事管理中，人力资源的培训与开发担当着极为重要的角色，它推动着公共部门员工素质的提高与发展，满足了公众对政府公共部门服务水平和质量的要求，是政府人力资本增值的主要途径，然而随着经济的发展，政府职能日益复杂化、专业化，公共部门人力资源培训宏观、微观环境正发生着巨大的变化。为适应新形势发展的需要，本文以我国公务员为研究对象，探讨其培训中存在的各种问题。
本文主要对我国公务员培训存在的问题进行分析以及提出对策建议。从培训理念、有效性及实效性问题三方面分析，我国存在着认识不到位、培训机构建设力度不够、资金和法律保障不足、缺乏培训需求、培训内容实用性不强、培训方式单一等问题。
因此，为促进公务员培训工作的进步与发展，提出必须转变培训理念、健全培训机构、加强资金和法律保障、落实需求分析、创新培训内容和培训方式等对策建议。

Abstract
In the public sector personnel management, human resources training and development play a very important role, it promotes public sector employees and improving the quality of development, satisfying the public on the government's public service level and quality requirements, is the main way of the value of government human capital, but with economic development, government functions increasingly complex and specialized, the public sector human resource training of macroeconomic and microeconomic environment is undergoing enormous changes. In order to meet the needs of the development of the new situation, this paper base on China's civil servants, and explore its training in the various issues.
This paper on China's civil service training and analysis of existing problems and proposed countermeasures. From the concept of training, validity and the effectiveness of the three aspects of the issue, there are still not in place awareness and training institution’s construction is not enough intensity, lack of financial and legal security, lack of training needs, do not have a strong practical training , a single mode of training, and other issues.
Therefore, in order to promote the training of civil servants working for the progress and development, we must change the training philosophy, strengthen the training institutions, strength the financial and legal protection, implement the needs analysis, innovative training content and training methods.
