论信息时代政府组织结构的变革
摘    要

以信息技术为代表的科学技术革命正推动着人类进入一个崭新的时代——信息时代。信息技术革命促进生产力发展，影响社会关系和生产关系的变革，进而通过多种渠道直接或间接作用于政府。在信息时代，传统的政府组织已经不能适应新型社会的要求，变革政府组织已经成为政府发展的必然要求。本课题将试图通过信息化对政府的影响，进而分析政府组织结构的变革方向，同时，借鉴企业组织在信息化过程中变革的实践经验，进一步探讨信息时代政府组织结构的变革。
根椐理论和目前政府信息化发展情况的分析，政府组织结构将趋向于扁平化和网络化。本文借鉴企业组织结构变革的经验，并通过对政府的特殊主体地位展开了分析。对于扁平化，政府变革显现出几种可能性：政府的中层管理者或减少，或不变，或增加。这要考虑到政府自身的体制、信息化程度以及中层管理者的工作内容。另一方面，政府的权力分散化是可以通过网络化体现出来的，政府通过对外分权或授权来增强其向社会提供政府服务的能力。
而且信息化只是影响政府组织结构变革的其中因素，因而政府组织结构的扁平化和网络化的变革，不会是一帆风顺的。就当前的情况来看，信息化发展已经使得当代的组织与传统的层级关系之间产生了一定的距离，但还没有根本性的改变。

Abstract

The science-technology revolution, represented by information technology is driving the human into a brand new era –information age. The information technology revolution promotives the development of productive forces, effects the revolution of social relationship and relation of production, then through many kinds of channels acts on government directly or indirectly. In information age, the traditional official organization won’t adapt to the request of new type social, it is the inevitable demand of government development to revolute the government. In the paper I will try to analyze the direction of revolution of government structure, through the effection of informationize to government. Meanwhile, referring to the experience of enterprises ’s change in informationize. And I will study futher about the revolution of government in information age.
According to the analysis theoretical and nowaday development of government informationize, the structure of government organization will tend to be flattening and networking. Referring to the experience of enterprises ’s change in informationize, and discuss the state of special subject of government. In regard to flattening, The government may have several possibilities: Middle managers of government will be to reduce, unchanging or to raise. It must consider government system, informationize and the middle managers’ job content. On the other hand the government’ power could be decentralization through organization’ networking, that the government is in order to raise its power which is providing service to community, through separation of powers or delegation of authority.
And informationize is only one of these factors which effect the revolution of government, and the direction of revolution still need lucubrating. Now informationize have made a certain distance between the organizion of nowaday and the traditional hierarchy.
