中国实行企业型政府的必要性与可行性的分析

中国现阶段的行政体制改革是在具体的行政环境下进行的，有着不同于以往和其他国家的改革目标。企业型政府理论与中国的行政体制的结合必将产生一些矛盾和冲突。目前，对于我国建立企业型政府的可行性与必要性的研究大多数停留在定性的阶段，缺乏定量的实证研究。
本论文借鉴国内外相关理论和实践，研究我国建立企业型政府的可行性与必要性。研究通过访谈、文献分析等方法收集资料和数据，采用项目分析、因素分析、描述统计等方法对数据进行处理，初步探讨了我国公共行政面临的突出问题；中国行政改革环境。最后根据研究结果分别从组织层面和个人层面提出了我国实行企业型政府的路径选择的策略和建议。
本研究得出的初步结论是：
（1） 我国实行企业型政府从理论层面上和现实操作层面上都是可行的；
（2） 政府面临的困境是企业化政府运动的推动的原因和必要性
（3） 借鉴企业型政府理论的同时分析了我国行政体制改革的现状，以优秀企业的运作经验为指导，确立成本意识，创建高效、廉洁的政府，坚持“顾客第一、服务至上”创建以人为本的服务型政府。

Abstract

The current administration system reform in China is carrying out in a specific administration environment, it has a reform object that is different from those in the past and those of other countries. The combination of the theory of enterprise government and Chinese Administration System will be sure to cause some conflicts. Now, most research on the feasibility and necessity of enterprise government that set up in China is still qualitative analysis, but empirical research is lacking.
The purpose of research is to investigate the internal structure of the feasibility and necessity of enterprise government that set up in China. For these purpose, the relevant data are collected by research from relevant references. Some standard analysis method, such as exploratory analysis, factor analysis and regression analysis are employed. Preliminary discuss the outstanding problems that China facing the public administration, the environment of reform in China's administrative. In the end, some suggestions are put forward to decrease the path choose in China of enterprise government.
The conclusions drawn by this research are as follows:
(1) China that implementation of enterprise government from the theoretical level and practical operational level that is feasible.
(2) The plight of the Government facing is the reasons and necessity of promotion of Enterprise government campaign.
(3) We analyze the current situation of administration system reform in China, build a highly efficient and honest government that direct by market and management experience of outstanding enterprise, which has established a concept of cost and insisted on “Customers First, Service Supreme”.
